Dear jaya,
You are in a difficult situation because the shelter is noisy.
* First thing is to accept your situation because in short run you can not do anything about it.
* Second select a time for meditation when it is comparatively quiter..say early in morning.
* Third find a quiter corner of the shelter...say in Garden or roof or a room which can be locked and start meditation.
* Fourth do not be unduly upset if somebody still disturbs you. If you ignore it, you will find that such things do not affect you.
Fifth...and most important. I am a very keen and devoted student of KY and not an expert. So please take my advise in this context.
